Rav Horowitz was born in Vienna, his father Rav Yaakov Yitzchok Horowitz, was the Riglitzer Rav. He was named after his grandfather the Liminover Rav and author of Meoros Nosson. Before moving to Monsey the Rav headed Khal Sheiris Yisrael in Williamsburg, Brooklyn.
At the time of his passing the Rav was the most senior Moreh Dasrah in Monsey.
