His sefer is availible on Hebrew books (see link below) from the front page of the sefer which was printed in NY 1897 it sounds that he was actually Rav in Providence RI at that time.

He also mentions that he was first a Dayan in Slobodko-Kovno and that his Father’s name was Reb Avrohom Aba.

The Sefer has haskomos of RYE of Kovno, and the Chief Rabbi Yakov Joseph of NY.
