ר’ גדלי’ בן ר’ יחיאל האלפערין נולד בעיר קאזלושטשינא הסמוכה לסלאנים לאביו הגאון ר’ יחיאל שהיה מפורסם בתורה ויראתו והיה בן הצדיק ר’ איסר חריף מלידא נצר מגדולים גדולים ביניהם בעל ‘סדר הדורות’, כבר בהיותו עדיין בן י”ח שנה היה בקי בש”ס ובמדרשים ובהרבה שו”ת, נסמך להוראה ע”י רבני סלאנים הגאון ר’ יוסף רייזין והגאון ר’ יוסף שלופפער.
ר’ גדלי’ לא רצה להנות מכתרה של תורה לכן התאמץ בכל יכלתו להתפרנס מיגיע כפו ועסק במסחר, אך כאשר אכף עליו ההכרח נתרצה להיות מגיד מישרים בעיר סלאנים.
אחר זה בא לאמעריקא, גם בפה לא רצה לעשות תורתו קרדום לחפור בה ואחרי עמל ונדודים אחר שאבד כל רכושו בעסק ביש הוכרח סוף סוף לקבל עליו את עול הרבנות בעיר טאלידאי-אהייאו, ואח”כ בעיר פארטווארט-טעקסעס, ובשנת תרס”ו נתקבל לרב בעיר סיאטעל-וואשינגטאן, והרבה פעל ועשה להחזקת הדת בארה”ב, בכל מקום בואו תיקן תקנות, קבע שוחטים מובהקים, וכדי שיוכל לעמוד בראש המערכה אף למד בעצמו מלאכת השחיטה אצל שו”ב מומחה, גם השתדל לבנות מקואות כשרות, יסד חברה ש”ס, תלמוד תורה, חברות הכנסת אורחים, גמח”ים.

At the end he was Rav in Mt. Vernon NY, his son Rabbi Morris Halpern was Rav in Montreal, there is a recorded interview of his son Morris about his father in the University of Washington State, see;

He’s buried in Hastings on Hudson (353 Saw Mill River Road, Hastings-on-Hudson, NY 10706) in the Cong Brothers of Israel, Mount Vernon society.
in 1913 he was still in Portland and he is mentioned between the people of Portland who sent maamudos to Reb Motele Rachmistrivker.
