My guess is that it is a protest gathering regarding Eretz Yisroel (particularly Yerushalayim perhaps, to which the banner refers) with an audience that Rav Kotler is facing and addressing, but which is not seen in the photo, however.

Perhaps re Y’lem swimming pool, or something like that?
