He wasn’t the Rabbi in Hungary, he named his Shul Ujhely after his father.

As stated on the Matzeiva, he served as Rav first in Chicago (after WW2) and then in Miami.

In the early 1940s, he served as Dayan at Ujhely Sefard Community, where his father R’ David Dov Meisels was the Rav.

He was appointed as the Young Rov when he got married,

After R’ Luzer ztzl married his father the Uheler Rov R’ Duvid Dov Meisels HYD named him Dayan. Later he became the Rav Hatzoir. In Hungary and Galitzia it was traditional to name the heir to the chasidishe rebbe or to the rov as Rav Hatzoir, basically making him crown prince. A Chief Rabbi is the Rov who answers halachic questions. Grand Rabbi and Rebbe are the same. This was the chasidic leader of a sect. They rarely answered halachic questions.
