Born 1863 in Nadodvahr in the Vilna vicnity, raised by his grandfather R’ Gershon Zogarer R”M in Biyalistok, became Dayan in one of the Vilna suburbs before coming to to Buffalo in 1901.

Funeral services were held here for Rabbi Abraham Mayer Franklin, Chief Rabbi of Buffalo, who succumbed at the age of seventy-two. Interment took place at Pinehill Cemetery.
Rabbi Franklin was vice-president of the Rabbinical Association of America. He was a descendant of the Vilna Gaon..

It doesn’t say that he was from “Goon”. It says “The Rav, the Ga’on”.
Meaning “The Head Rabbi, his Excellency”.
His family was from an area near Vilna.
