    It appears that he was a Rav in England prior to his coming to America.

    Just got the sefer from amazon the intresting thing is the haskomos the first haskomo is from the Stefiner Rebbe Rav Buruch Twerski who was visiting baltimore in 1924

    2nd from a Rav Yerchmiel Gedalia Ben htzadik Reb Yakov Yitzchok chief rabbi of Machzekei Hadass Baltimore

    also there is a haskomo the Kiltzer Rebbe Rav Nisan Yeudal Leib Twerky son Of Reb Dovid Makrover who was residing in Cracow and visiting baltimore in 1924
