ר’ ליבער קאהן נולד בזלאטיפולי בשנת תרל”ד לאביו ר’ בנימין הכהן מיוחס עד עלי הכהן, ולאמו מרת חנה ממשפחה מיוחסת בזלאטיפולי, כשהגיע לפרקו נשא את מרת האדיל בהרה”ג ר’ מאיר סלאוואצקע הרב דקאזין (פלך קיעוו), נפטר י”א ניסן תשי”א.
בהיותו בן עשרים שנה בלבד בשנת תרנ”ד נתעטר בהוראה ע”י גדולי הרבנים, בשנת תרנ”ח נבחר ע”י עיר קאזין (פלך קיעוו) לשמש כרב שם, ויסד שני ישיבות בעיר קאזין ובסטעפניץ, ביום ד’ י”ח סיון תרע”א הגיע לאמעריקא ותיכף נתבקש ע”י עדת אנשי גאליציע דעיר מעמפיס, טענעסי לנהל עדתם ולשמש ברבנות, שימש שם ברבנות בכבוד גדול משך ארבעה שנים, אך מחמת שלא היה לו היכולות לחנך שם בשום אופן את שני בניו (בנימין מאיר, ויעקב), עזב את העיר ובאה לנוא יארק.
היה לו חידושים רבים וגם סמיכות, תעודות וכתבים מרבנים גאונים גדולים כמו הרב אברהם מנחם שטיינבערג מבראד ועוד גדולי הרבנים דליטא ופולין, ופעם בהיותו לרגלי מסעיו בעיר לואיסוויל, קענטאקי על שבת פ’ לך לך תרע”ה, הלך באישון לילה מבי דואר וקפצו עליו שני שודדים וקנה רובם מכונים לנגדו ולקחו כל אשר אתו, אך את הנשאר לפליטה העלה על הדפוס בשם ‘חידושי חביבא’ המחולק לשני חלקים, ח”א בכשרות הטערקי’ס (ועל אף שלמעשה התיר אותם מסופר עליו שמעולם לא אכלם כיון שהוא בא מעיר קטן שלא היה בנמצא שם ממין הטערקי’ס ובהיות שלא היה לו מסורה עליהם לא אכלם מעולם), ובהלכות שילוח הקן.

Based on the Bio written by RE Tiktin (who we know collected information on Hundreds of American Rabonim, the collection is now part of the Leo Beck – YIVO archives) he left many children and grandchildren including some Rabonim in NY.
One son was Reb Yaakov Cohen of Spring-Valley, any info on him?
In Yerushalayim there is a famous Askan called Chaim Yitzchak Cohen. His father is Yechiel Aryeh Leib ben Chaim Yitzchok Cohen. I wonder if he is the one mentioned in the link that BBZ gave us.
He has a grandson who lives in NJ, I believe Teaneck.

The following obiturary ran in the New York Times on April 18, 1951:
Rabbi Liber Cohen of Congregation Chibas Jerusalem, 1047 Fox Street, the Bronx, a former Vice President of the Union of Orthodox Rabbis of America, died yesterday in the Lebanon Hospital, the Bronx, after a brief illness. His age was 75. He was a director of the Home of Old Israel, 10 Jefferson Street, Manhattan.
Surviving are his widow, Ida, two sons, Rabbi Jacob Cohen of Spring Valley, NY and Rabbi Benjamin Cohen of this city, and two daughters, Mrs. Rose Cohen and Mrs. Joseph Reibeisen, both of this city.
