While Rabbi Yerachmiel (Rachmiel) Kumin was married and living in Radin he was a personal secretary of the Chofetz Chaim. He eventually came to Brooklyn and was an executive secretary for the Radin yeshiva in New York.
He is sitting in the right corner of the dais at a 1941 installation of Rabbi Moshe Soled in Brooklyn where many affiliated with Radin were in attendance (see the picture at https://kevarim.com/rabbi-moshe-salid/ and at https://goo.gl/photos/aipPGXoNwdqPuaaS8 ).

It appears that Rabbi Kumin was associated with the Eldridge Street Shul in the Lower East Side around 1930.

The following page lists rabbanim of that shul’s history – there it mentions that R. Idelson immediately succeeded Rav Yudelovitch in 1930 and it makes no mention of Rabbi Kumin.
