Rav Risikoff in addition to writing many seforim was the recording secretary for the Knesseth HaRabonim HaOrthdoksim dAmerica vCanada.

His father was Rav Hirsh Meitsheter, the Rosh Yeshiva of Suwalk (Lumza).
He was a talmid in Volozhin.
ר’ מנחם הכהן ריזיקאוו נולד לאביו ר’ צבי יוסף שהיה ר”מ בישיבה העתיקה בעיר סלאנים, ואח”כ ר”מ בעיר סובאלק, למד בישיבת סלאנים ובוואלאזשין, ונסמך להוראה ע”י ר’ שלמה הכהן מווילנא, ר’ יוסף שלופפער האבד”ק סלאנים, ר’ כתריאל האבד”ק יאגוסטאוו, ר’ אלי’ אדרן האבד”ק גראיעווא, ומעוד גדולי הרבנים, בשנת תרנ”ו נתקבל לרב בעיר קאזאן ברוסיא, ואחרי הפרעות ברח משם ויצא לאמעריקא, פה נתקבל לשמש ברבנות בקהל ‘אוהב שלום’ בבראנזוויל, והיה הסעקרעטאר של כנסת הרבנים דארה”ב וקנדה.
השאיר אחריו ספרים מרובים בדפוס, תפארת מנחם, שערי זבח, חסד ואמת, פלגי שמן, זכרון מנחם, שערי שמים, הכהנים והלוויים, מתורת צבי יוסף.

When did Rabbi Leon Risikoff pass away?
From my discussions with his relatives, I remember that he passed away in 1969.
According to the Social Security Death Index, he passed away in May 1969 in the Washington, DC area in Maryland.
His Hebrew name was Yehuda Leib. I believe that he never had any children.
My father’s family was close with Rabbi Leon since my great-grandfather was related to Rabbi Mnachem Risikoff. Starting in the late 1930s, my grandparents rented an apartment from R. Leon and his wife in the building where the Risikoffs resided in Crown Heights.
Rabbi Leon was מסדר קידושין for my aunt and uncle back in 1956. For the כתובה, he used a form that had his photo at the top (see https://goo.gl/photos/KHGqNynS5S6DWbJr6 ). He also signed as one of the עדי כתובה at the bottom (see here https://goo.gl/photos/XzeKSeoQons7rHNx6 ).
When Rabbi Mnachem passed away in 1960, דאס אידישע ווארט mentioned Rabbi Leon in a ניחום אבלים section (he is listed 7th over here http://hebrewbooks.org/pagefeed/hebrewbooks_org_46357_32.pdf ).

He was martied to a daughter if Rav Sholom Elchanan Jaffe, it apears from the newspaper reports at the time that the couple seperated and perhaps later divorced, and he never remaried.
Here is an account for the wedding of a daughter of Reb Menachem Risikoff in 1928, the bride’s name is gaven is Rabbi Simches from Bridgeport:

re: R. Herbert I. Simckes (AKA Chaim Yitzchak)
He was originally a rabbi in Bradford, PA and not Bridgeport, CT (in Yiddish they can come out similar) – this is evident from other times he is mentioned in Degel Yisroel and elsewhere. He later served as Rabbi of Hadrath Israel in the Mattapan/Dorchester area of Boston.
