i see it says “Ohel Torah” in Richmond – I have never heard of record of such a shul in Richmond, VA, maybe it means Staten Island (Richmond County) or Richmond Hill, Queens

It is interesting because there was Keneseth Israel (now Keneseth Beth Israel) in Richmond, VA

He was definetley first in Richmond VA as you can see from his work Divrie Harabanim which he authored together with a partner and printed in 1905 whicle in Richmond: http://www.hebrewbooks.org/38477
As for Joe’s question, the way I would read the inscription would be that both Ohel Torah and Kneses Yisroel were congregations he served after he came over to NY.
