His full name was Rabbi Yeshaya Tzvi Avner as you can see on the vertical poetry on the stone, he was the Magid Mieshorim in the Machzikie Torah Shul in NYC, see here:

There was a Yashaya Avner born app 1940 who was at torah ore in jerusalem with rabbi scheinberg till approximately 1970 then came here to NYC. He was a yosom at an early age and might be a grandson to This Yeshaya
