This is the original Chabad Chelka in NY. In 1950, with the passing of the Rebbe a decision was made to start a new Chelka due to the efforts it took getting to Staten Island. Who knew that just a few months later in 1951 their would be talk of building a bridge contenting Staten Island to the world.
It should also be noted that the Rav has the same name as the last Lubavicher Rebbe.

Small correction;
The Chabad chelka was started in 5703 – 1943 after the passing of the Friedike Rebbe’s mother, Rebbetzin Shterna Sarah z”l.
